A covered Home Care Organization must ensure its affiliated aides are cleared on the Home Care Aide Registry before placing them in direct contact with clients. Starting an application or completing a fingerprint appointment is not the same as confirming the required registry status. [2]

This is a staffing decision with consequences for the people receiving care. It should not be treated as a folder-cleanup task to finish after the first shift.

Keep the status and the person connected

CDSS maintains the Home Care Aide application and registry process separately from Home Care Organization licensing. The existence of an agency license does not answer the individual-aide question. [1]

Our recommendation is to check the correct person against the appropriate official record, record when the check occurred, and clearly identify anything unresolved. An old screenshot, a similar name or a verbal assurance is a reason to investigate further, not to fill in the missing answer yourself.

A missing record calls for verification, not an accusation

A missing document in the office does not automatically prove that an aide never completed the underlying step. Conversely, an application receipt does not prove approval. Those two distinctions matter when someone is trying to staff a visit quickly.

Use an internal status such as “verification outstanding” until the responsible person has reliable evidence. Refer eligibility, exemption and disputed-background questions to the appropriate authority or qualified professional; do not let an administrative assistant improvise an eligibility decision.

Keep sensitive information out of a general inquiry

To begin a conversation with CalHR Guard, describe the administrative gap at a business level. Do not submit an aide’s criminal-history information, Social Security number, health documents or client information through a general website contact form.

A suitable service scope would first establish what assistance is appropriate, who remains responsible for staffing approval, and which secure, authorized process is available for any necessary records. The purpose is to make unresolved work visible and manageable—not to collect every personnel document before knowing what is needed.

CalHR Guard does not issue registry clearances or authorize an aide to begin client contact. Administrative support should help the business verify the real decision, not replace it.
